HTTP 429 · retryable is false

The plan’s notifications for this month are used (1,000 on Free; Pro and Business have no monthly cap, though very high volumes may be limited to protect the service), or a message named a new project or agent past the cap of 1,000 each. Unlike rate_limited, there is no Retry-After: the same request fails until something changes.

What to do: wait for the next month, or move to Pro. For the naming cap, reuse an existing project or agent, or tidy them up in the console. See Limits.
